Let me just clarify that because it could be confusing...

It does not need to be earthed if it is separated from live parts by double (basic and suplementary) insulation, metal casings/parts separated by only basic insulation should be earthed.
Under a single fault condition it is impossible for a double insulated conductive part to become live, hence no need to earth it.
