On a 400V, 3-phase appliance, using the BS1363 to BS EN 60309 adaptor lead, you would be restricted to doing:
Visual Inspection
Earth Continuity
Insulation Resistance
Don't try to do any powered tests.

Yes, play it safe.
If you aren't sure the equipment is build to BS EN 60950, then play it safe with the IR test at 250V dc.
Obviously, you'd want to do the Earth Continuity at 20mA - 200mA for any IT-type appliance.
